The stage was named as "Martyr Comrade TP Chandershekeran Manch".
Nearly three hundred delegates and observers including 22 women  from 14, States and Union Territories participated in the conference. Comrade KK Rema, central committee member of RMPI, wife of Martyr Comrade TP Chandershekeran opened the historic event with hoisting red flag in the backdrop of thundering sloganeering by the participants and volunteers. Before starting the proceedings, Comrade Mangat Ram Pasla, on behalf of the ongoing central committee, sought approval from the house for the presidium, steering committee, resolution committee, minutes committee and credentials committee. A presidium comprising Comrade Rattan Singh Randhawa, Comrade Tejinder Thind, Comrade Ramesh Thakur, Comrade KS Hariharan and Comrade K Gangadharan was elected unanimously. Comrade Mangat Ram Pasla, Comrade Harkanwal Singh, Comrade Rajinder Pranjpai and Comrade T.L. Santosh were nominated for the steering committee.
First of all, rich tributes were paid to all martyrs and departed leaders of international and national stature, through a condolence resolution. Well known Punjabi writer and intellectual Gulzar Singh Sandhu, Chairman reception committee, through his valuable well-come  speech, wished the first all India Conference a huge success.
After this, Comrade Mangat Ram Pasla, inagurated the conference. He spoke about the ongoing international and National situation and the challanges before the working class. Comrade Pasla  lambasted the  Imperialisms' desire to resolve its economic crisis by looting the whole world. The racists, communal and divisive agenda being implemented by US and it's associates and followers is meant to disunite the toiling masses of world, so that they may not be able to struggle against this inhuman exploitation. Further be stated that the imperialist block is creating war hysteria for the same purpose. So fight against Imperialist and Capitalists loot 'n' defeating the divisive forces are a twin tasks before the Indian toiling masses. He strongly stated that our first all India Party Conference has to ensure that we must be able to lead Indian masses towards this direction in the future.
Comrade Harkanwal Singh, on behalf of the commission which prepared the draft of party programme,  presented the document to be passed by the house after deep discussion.
He elaborated the class, caste and gender composition of Indian society. He said that confining class struggle in India, only  towards fight for better wages or economic upliftment only will not be sofficent. Because struggle for social transformation in India I.e. class struggle can never be isolated from the struggle against caste based atrocities and crime 'n' gender discrimination against women. Class struggle in India also means struggle against all reactionary beliefs and mindset. He further stated that "Arise, Organise, and Strive to form a classless, casteless, secular society free from gender discriminations" will must be ours watchword. He emphasised that while taking guidance from the scientific principles of Marxism-Leninism, we must evaluate and utilise the positive and pro-people aspects of all mass movement of the past throughout India. He said that though we are in favour of parliamentary struggle to intensify the class struggle. But only the extra parliamentary struggles can bring change of correlation of class forces in favour of working class. He strongly stated that we must march towards forming a people's democratic front to achieve people's democratic revolution. Only and only working class will be the leader of this front.

21 delegates representing all states and union territories, took part in the deliberations and gave many constructive suggestions. This draft was passed unanimously.
Comrade Mangat Ram Pasla presented the Draft political resolution. He said that relentless fight against NeoLiberal Policies and Communal 'n' divisive forces are today's immediate tasks before us. He further said that the troubles of masses just as unemployment, poverty, starvation, mental and physical ailments, corruption, crimes, malnutrition, child deaths etc. are increasing speedily every moment. Drinking water, health services, quality education, house sites, agriculture land, food and other subsidies, water for irrigation, research  and other state sponsored facilities to enrich agriculture production are being snatched. That’s why, a huge number from labourers and farmers are committing suicides everyday. All existing laws in favour of masses especially working class' have been distorted or being changed as soon as possible. To divide and stop people, from struggling against all these anti people policies, the communal, caste based and all other divisive moves are being launched. The leading force behind this all is Hindu communal outfits led by RSS. Same kind of forces among minorities are also indulged in same kind of dirty bloody game. People are fed up with Imperialistic, Capitalists and admimnistrative loot. So we must have to  take the challenge to fight all these without any hesitation, both against NeoLiberal Policies as well as communal, divisive forces. For this we must take the initiative to bring all. Left Democratic Patriotic Forces on a common plateform for joint struggles.  After valuable suggestions from 20 delegates, who took part in the debate, this document was also passed unanimously.
The house also adopted amendments in the constitution unanimously. While presenting these amendments, Comrade Harkanwal Singh said that there was a wrong propaganda that socialism in USSR collapsed due to democratic-centralism. Contrary to this,  violation of this scientific law is responsible for this damage. Further it's again wrong perception that Leninism is Russian phenomenon. Rather it's necessary to bring revolutionary changes in all countries. So we must have to follow Leninist principles of organisation and this draft is based on these very principles . He stated that unanimity is a positive feature for healthy functioning but it may not be possible at every point or decision. So there may be majority and minority situation at so many junctures. We must not try to isolate or eliminate the minority if we have to be succeeded to achieve our goal of socialism. Secondly,  to avoid damages of personality cult, the Draft suggested the election of three tyre leadership.
Com. Kavita Krishanan, polit bureau member of CPI(ML) Liberation came to greet the conference on behalf of central committee of her party.  Com. Avtar Singh Johal, president Indian workers’ Association Great Britain, sent revolutionary greeting for the overall success of RMPI conference.
The conference also elected party's new central committee, standing committee, office bearers and control commission unanimously.

On behalf of presidium and steering committee, Comrade K Gangadharan, the newly elected Chairman, thanked all the, volunteers, reception committee and others for appropriate arrangements.
